- Anyone in any member organization can submit an idea.
- The AVSI Research Committee, comprised of one person from each member organization, reviews each idea.
- The AVSI Executive Board, comprised of one person from each member organization, determines whether the project is an appropriate one for AVSI.
- Any member organization may choose to join the project or not. Project cost is distributed equally among participating members.
- A Project Management Committee (PMC), comprised of one person from each participating member organization, governs the project.
